Founding CEO of California education council to retire

Don Burns, announces his retirement.

Don Burns, the founding CEO of the California Spa and Pool Industry Education Council (SPEC) has announced he will retire in 2009, taking a consulting role after July 1.

Over the past 25 years, SPEC has successfully defeated many proposals by the California State Legislature, Building Standards Commission, city councils and county boards of supervisors to mandate four-sided isolation fencing around all California pools and spas.

The most recent success was a four to zero vote by the Orange County Board of Supervisors to repeal such an ordinance from the state's Uniform Building Code.

Most recently, Burns provided advice to the Pool & Hot Tub Council of Canada in their unsuccessful bid to defeat, or at least modify, the city of Toronto's four-sided pool fencing bylaw.
